Township Stormwater Management Costs
Stormwater Fee Added to Authority Bills
Federal and State regulations have increased stormwater management costs and it has impacted Lower Paxton by more than $1 million per year, increasing the current spending level of about $2.5 million per year to about $3.6 million per year in 2019. To meet the cost of these regulations, a Stormwater Fee has been added to sewer bills. Funds will be used to meet Federal and State requirements, including the Municipal Separate Storm Sewer System (MS4) permit and other water quality obligations. Projects have been designed to reduce sediment from stormwater discharges and stream bank erosion, and improve the health of Paxton Creek in Lower Paxton, and ultimately, the Chesapeake Bay. The Township has been under state mandate to reduce Paxton Creek sediment for several years. The Township Authority oversees the billing process and collection of the Stormwater Fee.The Stormwater Fee first appeared on the quarterly Sewer bill in July 2019. Septic residents (who do not receive quarterly sewer bills) also receive a Stormwater Fee bill.
How much is the fee?
The Authority passed Resolution 19-01 establishing a Stormwater Fee in the amount of $32 per quarter for a Single Family Residential Parcel (1 ERU). In November 2020 the Authority passed Resolution 20-12 reducing the fee to $26/quarter. This fee reduction was possible after a new rate study determined higher revenues and less expenses associated with the Lower Paxton Township Joint Pollutant Reduction Plan.
Owners of Non-Single Family Residential Parcels shall pay user fees based upon the number of square feet of impervious surface area (3,400 square feet equals 1 ERU).
NSFR's above 1 ERU shall be calculated by multiplying the total number of ERU's by the new ERU unit rate of $26 per quarter.
What will the fee be used for?
In order to fulfill requirements of Federal and State regulations, Lower Paxton Township operates a MS4 program and has submitted a Pollutant Reduction Plan as well as applied for an NPDES permit.
The Permit is still under review with the State.
These programs require projects to be completed to reduce sediment and target load reductions.

The Impervious Surface Area Data Viewing Tool provides non-single family residential parcels with the ability to view their parcel and see the impervious area that has been calculated to reach the total number of ERUs for the parcel. Users can search by address. The parcel will appear and users can click on the shaded red area to see the impervious surface square footage and calculated ERU.
